Report: Too many R.I. teens being sent to group and foster homes

The state’s child welfare agency is sending far too many teenagers to live in group homes or foster care, driving up the agency’s expenses and shortchanging the well-being of these youths, a representative of the Annie E. Casey Foundation told a Senate task force on Tuesday.
