Funding is key to child welfare reforms, advocates say

A Jan. 9 announcement by Gov. Nathan Deal’s Child Welfare Reform Council offered recommendations to improve the state’s record of caring for children.

Note: Yes this is true.  Funding is the key.  There are family preservation programs that have proven to be successful but some state administrations consider them to be welfare so they are cut from state budgets.  Then the programs fail and the system sucks cry because ""family preservation" or "differential response programs" don't work."  

Yes these programs are expensive, but foster care still costs more.
